Dr. Kabir is currently responsible for the environmental compliance of the Lower Colorado River Authority as the Manager of Environmental Compliance. In addition, he is an adjunct faculty of the Lyndon B. Johnson School of Public Affairs of the University of Texas since 1993. During 2003-2004, Dr. Kabir was a member of the water conservation implementation task force for 79th Texas Legislature for recommending public policy for water conservation in Texas. He provided leadership in developing House Bill 1437 during the 76th Texas legislative session and was the key technical resource person leading to House Bill 1629 of 77th legislative session.
Over the years Dr. Kabir provided expert services to the United Nations, United States, Japan, Italy, China, Mexico, Canada, Nepal, Israel, Turkey, Afghanistan and Bangladesh for improving environmental performance and for developing water management plans, developing drought management plans, developing integrated water resources plan, developing water conservation plan, engineering and economic assessment hydropower generation and water supply facilities, groundwater systems design. Dr. Kabir provided leadership in developing exchange programs for the University of Texas at Austin with the University of Guelph, Canada, Hiroshima University of Japan, Southwestern Antalia Project of Turkey and the Bangladesh University of Engineering and Technology. In 2005 the Untied Nations Institute for Training and Research appointed Dr. Kabir as the Senior Special Fellow.
